Special powers in protected places.

3. The Governor may by Order to be published in the Gazette specify the persons who shall be proper authorities for the purposes of section 4.

4. Any person who is in a protected place at night between the hours 6.30 P.M. and 6.30 A.M. and who fails' to stop after being challenged three times by the proper authority so to do may be arrested by force which force may extend to the voluntary causing of death or of any other harm to such person.
